Hardin County Wind Farm Faces Possible Headwinds - News Dept. on 2:23:44 PM EDT
A proposed 200 turbine wind farm in Hardin County is still on track, but it is facing a potential derailment.

Three years into Ohio's renewable energy law, there are concerns about changes being discussed at the state level that could be a potential deal breaker.

Hardin Wind Energy Public Relations Manager Paul Flethcher told Hardin County Commissioners Thursday that any changes to the law would, "Really put the project in limbo in some respects. From our perspective, if that occurs, that's pretty much a deal breaker."

A hearing is set for Monday before the Ohio Power Siting Board in Columbus. Flethcher said approval by that board would provide a "larger piece of the puzzle" to get the project operational by the end of 2012. He added that his company, "Does not anticipate any reason why they would not approve that."

Hardin County Representative to the State Senate Cliff Hite, said he is against changes to the law at this point, "If we were to stop this process now, it would curtail the potential for 6 or 7 projects just in my senate district, and I know the people have worked hard to get these and it's hard to get a power purchase agreement. In fact, that's why I suggested that we give them two more years, and I just want to make sure that all this comes to fruition."

Senator Hite said he intends to fight had to stop any dramatic changes to the law, "I really do believe that I can talk to enough people that understands what we went through to get to this point and get the message out to slow this down. That's my hope and that'll be something I will fight for tooth and nail if it gets to that point. We've already had the debate on this I think it's time to shelve that type of legislation for now and try to keep competing with these other states in the area."

State Releases School District Report Cards - News Dept. on 1:17:03 PM EDT
Two Hardin County school districts received an Excellent designation in the 2010/2011 school year report card released Wednesday.

.Ada Schools met 23 out of 26 state indicators and received a 100.5% performance index.

.Riverdale met 21 out of 26 state indicators and a performance index of 97.9%.

For the 2009/2010 school year, the Kenton Schools district received an excellent designation, but for last school year, the district received an Effective designation. Kenton Schools met 19 out of 26 state indicators and a performance index of 95.7%. Superintendent Jennifer Penczarski explains the reason for the downgrade, "Is because of our value added rating. Prior to this year, we had two consecutive years of above expected growth in the value added category which is why the district was rated excellent. And so this year, we met the expectations for value added growth. so we met the exact same number of indicators we had on last year's report card, and if you look carefully, our performance index actually increase. So overall, we showed improvement, but because of that value added rating, our rating doesn't reflect that if you will."

She explains what the value added rating is and what it means to the report card, "real complicated mathematical system that the state uses to determine whether or not a student makes a year's growth. And so what you saw in the last two report cards was the Kenton put in so many innovative programs, especially in the areas of reading and math that they were seeing enormous growth in those two areas so that's why Kenton was ranked as above expected growth because we did a lot better than the state projected that we would. This year what's happened is since those programs of been in place, and the achievement has been, you know, we've been meeting those standards, we've been doing all these things, this year we met that indicator so they're saying that our students made a year's growth which is what the state expects us to do."

The superintendent said she expects better things next year, "New innovative grants that we have. A lot of new things going on, we have a district curriculum plan. A strategic plan so our district leadership team will be re-evaluating and looking through closely, but I'm confidant that you're going to see the growth and hopefully you'll see more indicators met and an even better report card next year."

Also receiving Effective designation were Hardin Northern, which met 16 state indicators and performance index of 91.4%, Upper Scioto Valley, with 16 indicators met and performance index of 92.3% and Ridgemont with 22 out of 26 state indicators met and performance index of 96.9%

Motorists Urged To Watch For Stopped School Busses - News Dept. on 1:16:32 PM EDT
With students back in school, motorists need to mindful of school busses on the roadways.

Sgt. Bob Burd, from the Lima Post of the Ohio State Patrol said law enforcement officers are asking motorists to take extra precautions on the roadways especially during times when school busses will be out, "When you leave for your day or on your way home from your day, clear your mind during that drive and give yourself a little more time and understand that when you come around a curve or over a hill, you really need to focus on what time of the year it is and expect a stopped school bus. We want to keep our children safe in our communities, an we really ask that you watch your speed and really pay attention and expect that this time of the year since everyone is back in school."

Sgt. Burd added that the law states you can't pass a stopped school bus even if the lights are not flashing, "It's written in there that way because if the lights were to malfunction, then there is a fail safe there where if you have to stop for a stopped school bus then we're not worried about you running over a child and creating an accident just because the lights malfunctioned. Again, it's a mechanical object, it's going to happen eventually, sometime, so if that were to happen, you are actually directed to stop at a stopped school bus regardless of if the lights are flashing or not."
